A known file. Not a new benefit.

1. The pledge, October 16

   The Vice President asked every level of government to sign four lines: protect the vulnerable, keep the benefits for Americans, stop the fraud before the money goes out, and hold the person who took it. He chairs the task force. Andrew Ferguson is vice chair. Scott Brady is executive director.

2. The marketplace

   CMS said it canceled about 315,000 enrollments, covering more than 760,000 people, and put the premium tax credits at about $2.2 billion. Another 419,000 are under review for lawful residence and income. New brokers are paused for six months. On October 20, reporting said some of the first group were put back. CMS has not published how many.

3. Labor and the visas

   On October 8 the Vice President said about $20 billion had been uncovered in Labor, and more than 200 convictions in five months. The Labor inspector general has posted 171 indictments, 203 convictions, and more than $1 billion identified, with a visa-fraud strike team and 16 fugitives tied to $250 million.

4. Why the commission is new

   Today the Vice President said more than 99 percent of the fraud they are finding sits outside the False Claims Act. The 1 percent is for the person who finds it and lets the government undo the money. It is not a benefit for the person who took it.

   Do not book the GAO number

   GAO puts federal fraud between $233 billion and $521 billion a year. That belongs to the task force. It is not revenue from the 1776 Fine, and this sorter does not collect it.

   True Accountability is a name, not a check

   A qualifying adult gets a known identity and a file. No status, no work card, and no benefit until Congress writes it. Three missed payments end the file. Fraud or a new crime ends it the same day.

   Leaving ends the claim

   Door 2 is CBP Home. Departure is the cleanest pre-payment control there is. A person who has left is not an eligible household.

   No door chosen is a flag

   No choice on file means known unlawful presence and no eligibility story. The task force can match that flag to benefit rolls. Self-certification is how Minnesota-style fraud starts. A matched identity is the opposite.

   What they can adopt without a bill

   Identity match. No self-certification where the agency already has the authority. Stop improper payments the law already forbids. Do not collect $177,600 under a fraud order. That money exists only if Congress writes the Fine.

Send this to the Vice President's task force as an eligibility rule. Send the line to the person who will say it. Do not send either of them a new benefit.
