The Bill

Two votes. Do not chain them.

A draft outline, not introduced legislation. Division A is the sorter. It grants no status and creates no benefit. Division B is the Fine and any later status. B cannot ride on A. If B leads, the bill dies.

Do not file this before November 3. A is the next Congress, if the House holds. B gets its own vote, or it does not get a vote.

Division A. The vote both sides can take.

  1. A-1

    Vote

    Removal order

People with a criminal conviction, a security bar, or a recent unlawful entry are removed sooner. Priority, not a new crime.

  2. A-2

    Vote

    The leave door

Door 2 is CBP Home. Congress names the program that already exists. No second app.

  3. A-3

    Vote

    A known file

Refusal moves a person up the removal list now. On the path, three missed payments end it. A cured miss still counts. The third, unpaid after thirty days, returns the adult to this list. The child is not a respondent and not a shield.

  4. A-4

    Vote

    No status, no benefit

A creates no lawful status, no work card, and no public benefit. An executive memo cannot add them.

  5. A-5

    Guardrail

    Due process

Existing removal law stays. No secret list. The person can see the file. The inspector general reports to Congress.

Division B. Held. Its own vote.

  1. B-1

    Separate

    Who could qualify

A family unit, a cutoff date, no disqualifying crime, a window through December 31, 2027. Only if B passes.

  2. B-2

    Separate

    The Fine

$177,600 per qualifying adult. Paid in full, the interest is 0%. The standard term is $1,480 a month for ten years. Twenty years is available: the same Fine, more interest, and no review until the Fine is satisfied. Three missed months end the path. A cured miss still counts. The third, unpaid after thirty days, returns the adult to A's list. No restart.

  3. B-3

    Separate

    Status, later

No adjustment until the Fine is in statute and the terms are met. No benefits before lawful status. Citizenship is a review at year 10, not a promise.

  4. B-4

    Do not lead

    Service

Two years after citizenship, border or logistics, military age only. The wage does not waive the Fine. Drop this from the first draft if it costs the vote.

The bipartisan sentence is not the Fine. Pew, early 2025: of adults who say some should be deported, 97% include people convicted of violent crimes. 14% say deport the parents of U.S.-born children. A asks Congress to write that split. B asks Congress to price a stay. Those are different coalitions. If B fails, A still stands.

A Republican can vote for A without calling it amnesty. A Democrat can vote for A without calling it a roundup of children. Neither has to vote for B.

Committee print. Discussion draft. Not introduced.

Short title: the Household Accountability Act. Carried here as the Pax Americana Program. Division A can pass without Division B. Class M exists only inside B.

Class M. A stay for the child. Not a status.

A child born in the United States is already a citizen. This section does not touch that child. It covers an unmarried, foreign-born child under 18 who is on a parent's grant. The child does not pay. The child is not admitted.

The child is not removed while the parent is current. At 18, the child chooses. The child does not pay.

  1. M-1

    Who

Only if a parent has been granted under Division B and is current. The child was under 18 and present on the cutoff date. No disqualifying criminal conviction of the child's own.

  2. M-2

    The grant

A statutory stay of removal. It lasts while the parent is current. It is not a visa, not admission, not a green card, and not citizenship.

  3. M-3

What the child does not get

No Fine. No work card. No petition rights. No SNAP, SSI, or other federal means-tested benefit. School and emergency care stay whatever current law already requires. This section adds nothing.

  4. M-4

The clock the law already stops

Under INA §212(a)(9)(B)(iii), time under 18 does not count toward the 3- and 10-year bars. This print does not invent that. What it adds is the stay. Current law does not give the child one.

  5. M-5

The day the child turns 18

The stay becomes a 24-month election, then dies. Depart through CBP Home. Or enroll as an adult under Division B, with a separate Fine and no credit for the parent's payments. File nothing, and at the end of the 24 months the person is an adult on Division A's list.

  6. M-6

    If the parent falls out

The stay ends the same day for a new crime, fraud, or flight, and on the day a third missed payment goes uncured. The child has through the end of the current school term, and not more than 180 days, to depart with the parent. The household leaves together. The stay does not transfer to a sibling. The child does not pay.
